07.Financial assistance for Houses and schools damaged by floods and Earthslips in 2003

Following amounts were granted from the President’s Fund as the allocations made available by the Govt. were not sufficient to meet the demand for assistance :

Rehabilitation of damaged schools in Sabaragamuwa & Southern Provinces :

(i) Sabaragamuwa Province Rs. 7,000,000.00
(ii) Southern Province Rs. 8,700,000.00
All these grants were released to the respective Chief Secretaries.

Rehabilitation of damaged Houses in Kalutara District

(i) Purchasing of 20 water pumps to clean up wells in the affected area of Kalutara District
Rs. 800,000.00
(ii) For purchasing other accessories for the water pumps Rs. 48,000.00
(iii) For purchasing of 6000 roofing sheets for 300 families at 20 sheets per each family
Rs. 3,384,000.00
All these grants were released to the respective Chief Secretaries.

08. Special Programme relating to villages under threat in North Central Province


A special project was launched in the North-Central Province by the Human Disaster Management Council to develop the threatened villages. Major areas for rehabilitation were identified and the estimates were prepared by the North Central Provincial Council. The estimates were submitted by the Chief Secretary, North Central Province.

The estimated costs for the concerned 551 Villages are as follows :

09. Grants given for Safe Drinking Water Projects

(i). A sum of Rs.6,000,000/- was granted to construct 200 wells at Kurunegala & Puttalam Districts on 13.09.2004.
(ii). A sum of Rs.3,000,000/- on 30.10.2002 has been granted for a water supply sanitation project at Mahara in Hambantota Dist. to meet part of the contribution due from the project beneficiaries of the ADB funded Water Supply Sanitation Project.
(iii). (i) Moneragala, Indikolapalessa Water Scheme funded by ADB
  On 07.08.2003 a sum of Rs.1,008,000/- was released to the HDMC to meet the estimated cost of supplying electricity for the water scheme at Indikolapalassa, Sevanagala Divisional Secretary’s Division.
  (ii) Hambantota,Ambagasara/Welipitiya Special Water Scheme funded by ADB
  A sum of Rs.572,000/- was granted on 07.08.2003 for the special water scheme at Ambagasara/Welpitiya to meet a part of the contribution due from the project beneficiaries of the ADB funded Water Supply Sanitation Project. The number of beneficiaries was 247. The total estimated cost was Rs.7,487,663/- and the sum expected from the beneficiaries was Rs.572,965/-
(iv). ADB funded project was launched to supply drinking water to 6380 families in 28 GramaSevaka Divisions in Ambalantota, Hambantota and Tissamaharama D.S. Divisions. A sum of Rs.9,570,000/- was granted from the President’s Fund to meet the cost of water meters (Rs.1500/- per meter). (6380x1500) on 03.02.2004.
(v). In 2006 a sum of Rs. 7,077,000/- was granted from the President’s Fund to purchase water meters for Hambantota District.

10. Grants given for Rain Water Harvesting Projects

In order to ensure an adequate water supply for domestic use it was proposed by the Ministry of Relief, Rehabilitation & Reconstruction to implement the Rain Water Harvesting Programme in 5 districts of the Northern Province. The purposes of this programme are as follows.

i. To avoid water scarcity
ii. To augment ground water storage
iii. To avoid water depletion
iv. To improve ground water quality
v. To avoid sea water inclusion
vi. To mitigate flood water

Rain Water Harvesting is a simple technique operating at household level. It is possible to set up Ferro Cement Tanks at selected points to collect the rainwater directly and hand over to households for use. The necessary technology for construction of these Ferro Cement Tanks is available with National Water Supply & Drainage Board. Chairman, National Water Supply & Drainage Board has agreed to construct 5000 litre and 7500 ltr. tanks, 50 Nos. each at an average cost of Rs.50,000/- per tank. The tanks will be installed in identified spots in consultation with respective Divisional Secretaries and Grama Niladaries. It was programmed to provide.

:: 50 Nos. of 5000 ltr. tanks for the 5 districts of Northern Province
:: 50 Nos. of 7500 ltr. tanks for the 5 districts of Northern Province

(i). A sum of Rs. 5,000,000/- was released in two instalments on 22.07.2005 & 01.09.2005 to the Ministry of Relief, Rehabilitation & Reconciliation from the President’s Fund to implement the above project.
(ii). A sum of Rs.16,500,000/- was granted to Human Disaster Management Council to construct 1500 rain water harvesting tanks at Kurunegala, Puttalam and Anuradhapura on 13.09.2004.
(iii). A sum of Rs.1,730,000/- was granted to H.D.M.C. on 14.09.2004 for the rain water harvesting programme including repairs to roofs in 68 houses and 01 temple providing necessary gutters and construction of 69 individual ferro cement rain water tanks of capacity 7500 litres, at Akmeemanakanda, Galle.
(iv). In 2005 a grant of Rs.154,000,000/- was given to Human Disaster Management Council to construct rain water harvesting tanks for the following districts at the rate of Rs. 27,500/- per one tank

11. Allocations for Housing Projects from the President’s Fund

(i). On the request of Secretary, Ministry of Relief, Rehabilitation & Reconciliation the President’s Fund released a sum of Rs.5,000,000/- to construct 100 houses in Vavuniya and 100 houses in Mannar to resettle the people affected by the War on 24.08.2005 and Rs.45,000,000/- in September, 2005.
(ii). A programme was launched to construct houses for Ranaviru Families in the Northern & Eastern Provinces in 2004 and a sum of Rs.5,200,000/- to construct 52 houses was released from the President’s Fund for this programme on 20.10.2004.
(iii). A sum of Rs.37,700,000/- was released on 28.01.2004 to the Human Disaster Management Council from the President’s Fund to construct houses for resettlers affected by the War in the North & East .


The total estimated cost was Rs.150,655,726.81 for the following constructions

12. Short Term Vocational Training Programmes for North East Province funded by the President’s Fund

There is an urgent need to build up the necessary institutional capacity to provide effective training programmes and to restore job skills and create the potential for local and global employment opportunities to the youth of the North-East Province. Training provided by the majority of public sector Vocational Training Institutions lack relevance and does not meet the demand of a rapidly changing economy and labour market. Further, many of these institutions offer very little opportunities particularly to rural women and youth, in terms of employment.

The Vocational Training Authority started vocational training programmes in 8 districts of the North-East Prov. to encourage the peace process and to rehabilitate the affected and unemployed youth, to find them employment locally as well as abroad, and to generate income and to uplift living standards of the North-East Province. A sum of Rs.58M has been released for this purpose.

The President’s Fund is indeed a fund of hope and solace to the needy and deprived sections of the people of Sri Lanka who receive much needed financial assistance to relieve the economic and financial distress faced by their families particularly where patients suffer from life threatening illnesses like heart disease, kidney failure, cancer etc. It has also contributed substantially towards the improvement of health care facilities in the State sector enabling poor patients to obtain highly specialized health services from State hospitals free of charge. The Fund has further afforded educational opportunities to needy children to pursue further studies while also enabling eligible persons to do postgraduate studies in selected areas which would contribute to the economic development of the country.
