Financial assistance is given under the
President’s Fund to needy patients undergoing heart
surgery, kidney transplantation, cancer treatment, hip
and knee cap replacement, scoliosis (correction of spinal
cord deformity) and certain other life threatening illnesses.
From 1995 to 31st July, 2006. Rs. 4791M has been granted
to around 30,891 patients approximately. Details are as

| 1. |
A sum of Rs.79M has been granted for the
supply of medical equipment for health sector. |
| 2. |
A sum of Rs. 375M has been granted for construction
of buildings for hospitals. |
| 3. |
The Board of Governors approved allocating
Rs. 330M from the P/F to supplement the amounts given
by the My. of Health to procure essential equipment including
Linear Accelerator and a CT Scanner for the Cancer Hospital,
Maharagama. |
| 4. |
A sum of Rs.13,472,360/- was released
in January, 2006 to the Ministry of Health for purchasing
of 10 Haemodialysis machines for the Nephrology Unit at
the General Hospital, Kandy. |
| 5. |
At a request made by the Secretary/Defence Rs.72M was
approved for the following |

(i) To complete the new Operating Theatre
Complex at the Military Hospital Colombo. |
| |
(ii) To upgrade the ICU at Military Hospital,
Colombo. |
| |
(iii) To construct two mobile theatres inclusive of
all the medical equipment at the Army Base
Hospital, Palaly. |
| 6. |
Rs. 5,680,000 /- was granted to the My.
of Defence to buy essential equipment including dialysis
machines for the Sri Lanka Army Hospital in 2005. |
| 7. |
A sum of Rs.30M has been granted to construct
a building for the Renal Care and Renal Research Centre
at Anuradhapura to address an urgent need of the people
of the North Central Province in the year 2005. |
| 8. |
A sum of Rs. 14,341,000/- was granted
in 2006 to the My. of Health to purchase essential equipment
for the Cardiology Unit at the Teaching Hospital, Jaffna.

A sum of Rs. 59,990,000/- was released
in July 2006 to the Ministry of Health to Purchase a CT
Scanner for the Anuradhapura General Hospital. |
| 10.
Open Heart surgeries after duty hours in the health sector
institutions – Karapitiya
Hospital: |
A special scheme was launched at the Teaching
Hospital, Karapitiya under the patronage of the President’s
Fund to bring relief to patients awaiting cardiac surgery
and to make use of infrastructure facilities, expensive
equipment and the services of the trained specialized
staff available in the hospital by engaging the present
staff of these institutions to operate on patients after
duty hours on weekdays and during weekends and on public
holidays.
A pilot project was started on 01.03.2003 and the total
number of 231 surgeries have been performed during this
five month period. |

The payment scheme for medical treatment
was Rs. 44,500/- per surgery. After the period of six
months a detailed report on the project was submitted
and it was proposed by the My. of Health to increase the
payment per surgery from Rs.44,500 to 48,550/-. Approval
was granted by the Cabinet of Ministers on 08.06.2004
to implement the project and to increase the payment upto
Rs.48,550/- . Accordingly, the 2nd phase of the project
was started in June, 2004. A progress report of the surgeries
performed is as follows.
